Steve Rogers (of Earth-61311), also known as Captain America and the HYDRA Supreme, is the supreme leader of HYDRA who was created by the sentient Cosmic Cube Kobik to replace the Captain America of the prime reality.
Steve strongly believes that HYDRA is the only force that bring about world peace and, while he would prefer to accomplish his goals through peaceful means, Steve will use whatever tactics he feels are necessary to remake the world in HYDRA's image.

When S.H.I.E.L.D. began experimenting with Cosmic Cube fragments, so they could being editing reality as the agency deemed necessary, one of their experiments caused the fragments in their possession to merge into a human child named Kobik with powers similar to the Beyonder. Scared and confused, Kobik used her powers to seek out the clone of the Red Skull, so that he might help her to understand who and what she was. This was due to the fact that one of the fragments that made up her body came from a Cosmic Cube that belonged to the original Red Skull which caused her to believe that he was her friend since the clone's progenitor considered his Cosmic Cube to be one of his most cherished possessions.
Realizing that he could take advantage of the girl's naiveté to indoctrinate her in the ways of HYDRA, the Red Skull enacted his greatest scheme and convinced Kobik that his arch enemy Steve Rogers would be happier if she could use her powers to make loyal to HYDRA which Kobik agreed to since she liked the idea of her 2 favorite people being friends rather then enemies.
To facilitate this end, Kobik used her omnipotent powers to create an alternate timeline in which Steve Rogers was proselytized into HYDRA when he was a child.
